Transparency Act: more insight into supplementary pension

This article applies to employees who are affiliated under a second pillar pension, such as group insurance offered by their employer. The act of 26 December 2022, also called the Transparency Act, aims to strengthen transparency within the framework of the second pension pillar. This act has the effect that from 2025 more information becomes available about your supplementary pension.
Pension overview: the new annual pension slip
This document contains a number of new elements or items that are better presented for you as a beneficiary. The calculation of the expected supplementary pension is henceforth done on the basis of the statutory pension age, and no longer on the basis of the contractual pension age. If economic scenarios have an influence on the expected supplementary pension, then three pension projections must be stated on the pension overview (a realistic, a favourable and an unfavourable scenario). There is also transparent communication about the contributions that were paid or allocated for you in the past calendar year, the costs that were charged to you in the past calendar year and the net return that was allocated to you in the past calendar year. From 2026 the pension overview is drawn up by Sigedis, the Belgian pension database, and made available on mypension.be.
From now on, when you join a second pillar pension you receive a so-called affiliation document, in which all the options provided for you in the pension regulations are stated. The relevant characteristics of the pension commitment are also stated, such as the nature of the pension commitment, the financing, the implementation in branch 21/branch 23, the supplementary cover and the order of beneficiaries on death. The affiliation document is available on mypension.be, or is sent to you by your pension institution.
Information and payment on retirement
You receive information about the supplementary pension amount and the payment conditions at the latest 30 days before your retirement. The supplementary pension is paid out at the latest within 30 days after your retirement.
Information and payment on death
The beneficiary/beneficiaries of your death cover receive information about the death cover to be paid out and the payment conditions within 30 days after your death. The payment of the death cover takes place at the latest within 30 days after receipt of all necessary information.
This document already existed before. The transparency report, in which information about the financial position of the pension institution is provided, is henceforth also available to all participants and organisers (employers).
When do you need to take these changes into account?
- The provisions relating to the pension overview enter into force on 1 January 2026. - The provisions relating to the payment process enter into force on 1 January 2025. - The provisions relating to the affiliation document enter into force on 1 January 2026. - The provisions relating to the transparency report enter into force on 1 January 2027.
